CCASP Meeting Minutes 12/3/2025

Discussion:
Draft Bylaws were reviewed with changes made as follows:
- Executive Board must meet at least two times per school year.
- The fiscal year for CCASP shall be 7/1 through 6/30
Social Event Planning:
- Approval for Social Event at Olive and Lavendar Farms on Saturday May 16th from 1-3 pm.
- All CCASP members to receive invitations to the social event with RSVP collections. President will send out invitation
- The event is at no cost to members and will include beverages and appetizers
School Psychologist of the Year
- All agree that CCASP can offer this award.
- Nominations will be gathered between now and April 30th
- Nominations can be made by CCASP members, as well as special education administrators.
- President will send out nominations form
Financial Update
- Board received update on CCASP finances showing increase in bank account savings compared to August of 2025.
Status of Tax Filine
- Only Federal/IRS tax form needs to be completed
- CCASP is a 501-C organization
- Board members agreed to look for further information regarding
- President will ensure filing is completed
- Board members do not believe a state tax filing is needed
Insurance
- CCASP does not currently have or appear to be in need of insurance
Further Discussion
- Board discussed more activities for CCASP members including offering monthly “couch chats”
- There was discussion about options for featured speakers for next school year.

The name of the Association shall be Central Coast Association of School Psychologists (CCASP).
The purpose of the organization shall be:
● To promote and advance quality education through the dissemination of information on educational issues and psychological research pertaining to the field of school psychology.
● To assist in the development of highest quality practices for educational programs.
● To provide meaningful and effective in-service educational programs for professional development and to increase CCASP and CASP membership.
● To promote and adhere to the highest standards of ethics in the profession of school psychology.
● To provide channels through which those engaged in psychological services can discuss matters pertaining to the organization and administration of pupil services and the improvement of professional practices.
● To promote public and professional understanding of the functions of a school psychologist and the value of psychological services as a vital service within educational settings.
● At least fifty one percent (51%) of CCASP members shall also be members of the California Association of School Psychologists (CASP)
● Classes of membership within CCASP shall include: Regular, Associate, Student, and Retired Members.
● These classes are defined as follows:
○ A Professional Member shall be a credentialed School Psychologist or Licensed Educational Psychologist.
○ An Associate Member shall be a person in an allied field and not practicing as a school psychologist.
○ A Student Member shall be a person enrolled in a graduate-level training program in school psychology.
○ A Retired Member shall be a credentialed School Psychologist or Licensed Educational Psychologist who has retired.
○ All current CCASP members have voting rights to nominate officers, under Article V.
○ The CCASP membership year shall be from July 1 through June 30.
● Membership dues shall be determined by the Board to include the amount and period covered.
● All monetary dues and assessments of CCASP shall be initiated by the Executive Board and shall be approved by a majority vote of the Executive Board.
● The Executive Board is authorized to expend funds for carrying on the activities of CCASP.
● The Treasurer and one Executive Board member or CCASP Committee member shall be signers on the bank account at all times to ensure access and oversight.
● Funds are overseen by the CCASP Executive Board to include incoming and outgoing monies.
Elected Officers: The elected officers of CCASP shall be the President, Vice President, Past President, Treasurer, Secretary, Membership Chair and Marketing Director. Elected officers may serve with a
“Co-Chair” for the positions of President, Treasurer, Secretary, Membership Chair and Marketing Director, if the elected officers choose to do so. An elected officer may be a CASP Elected Region 1 Representative, for a minimum of a two-year term, but shall not have a vote under the CASP Region 1 Representative during executive board decision making.
Elected officers shall be members of the California Association of School Psychologists (CASP) and CCASP.
Duties of CCASP Elected Officers:
● President or “Co-President”: The President(s) shall act as chairperson of the Executive Board. The President(s) shall be responsible for setting the agenda and
scheduling and conducting meetings of the Executive Board. Subject to the overall control of the Executive Board, the President(s) shall be the chief executive officer of CCASP, and shall supervise, direct, and manage CCASP activities, affairs, and other officers as well as carry out any responsibilities for other board members when needed. The President(s) shall preside at meetings of the members and of the Executive Board and shall be an ex-officio member of every committee. The President(s) shall appoint all committee chairs, subject to ratification by the Executive Board, and shall have such other powers and duties as may from time to time be prescribed by these By-Laws or by the Executive Board.
● Vice President: The Vice President shall serve as the presiding officer in the absence or incapacitation of the President. The Vice President shall also be responsible for scheduling non-Board meetings for CCASP. The Vice President shall preside at all meetings of members and of the Executive Board which the President is unable to attend. The Vice President shall also perform the other duties of the President during such time that the President is unable to do so, until the President is able to resume the duties of that office and so informs the Vice President. In the event of a vacancy in the office of President, the Vice President shall automatically succeed to the office of President. The Vice President may vote on the behalf of the President in the President’s absence at Executive Board meetings.
● Past President(s): The Past President shall serve as an advisor and act as Parliamentarian for all Executive Board meetings. The Past President shall endeavor and provide for a smooth and effective transition in the leadership, policies, activities, and programs of the Association from year-to-year. The Past President shall have such other responsibilities as may from time to time be prescribed by the Executive Board such as managing CEUs for workshops. This may also include temporarily assuming the role of a vacant Officer position until a special election may be held. During this time the Past President(s) are treated as having the voting rights of only that Office and unable to vote on behalf of the President(s) Elect, or President(s) in their absence.
● Treasurer or “Co-Treasurer”: The Treasurer(s) shall be responsible for overseeing the financial accounts of CCASP, establishing and maintaining spending parameters and regularly reporting such information to the Executive Board. The Treasurer(s) in concert with the President, shall also be responsible for the collection of dues, other fees and for filing taxes.
● Secretary or “Co-Secretary”: The Secretary(s) shall be responsible for taking CCASP meeting minutes, whether Executive Board or general meeting, disseminating
CCASP meeting minutes and announcements and performing other correspondence activities as necessary.
· Membership or Co-Membership Chair: The Membership Chair(s) shall be responsible for collecting, updating, and maintaining membership data. The Membership Chair(s) shall engage in efforts to develop the CCASP membership. The Membership chairperson(s) shall maintain the CCASP membership list and update the board on current membership numbers.
● Marketing Director: The Marketing Director shall be responsible for marketing CCASP activities. All announcements shall be sent out through the Marketing Director, so far as is practical, or another board member as designated by the Marketing Director. The Marketing Director or designee shall maintain the CCASP social media platforms.
· Student Board Member: A Student Board Member shall be responsible for activities such as recruitment of student members, student-oriented activities on behalf of CCASP and any other duties as assigned.
The term of office for President(s), Vice President, Past President(s), Treasurer(s), Secretary(s), Membership Chair and Marketing Director(s) shall be no less than a one-year commitment with an option for more terms, commencing on July 1 through June 30. Past President(s) is encouraged to run for Region 1 Representative (2-year term) at the next available time for application.
The members voting for the Executive Board are those outlined in Article V. A simple majority vote will be used to finalize decisions needed to be made by the Executive Board.
Meetings shall include the CCASP Executive Board and membership meetings.
The Executive Board shall meet at least once every three months between August and June of the Fiscal year, and the dates and times of these meetings shall be determined by the President and Executive Board.
Meetings of the full CCASP membership shall be held at the discretion of the Executive Board, and at least one meeting shall be held in the Spring for the purpose of voting in the following year’s elected officers. Meetings may be held virtually, as needed. A quorum of the Executive Board shall be defined as one more than half of the elected officers. In the case of co-chair positions, the position shall have one vote.
CCASP Committees may be created by the Executive Board as needed. CCASP Committee members will attend Board meetings, as requested by the Executive Board. CCASP Committee membership shall be open to all CCASP members.
Active CCASP members may nominate a slate of candidates to the CCASP Executive Board for the offices of: President, Vice President, Secretary, Treasurer, Membership Chair andMarketing Chair. Approval shall be indicated by a simple majority vote of active CCASP members. The ballot shall include spaces for write-in candidates. All CCASP members are invited to nominate and vote. Approval shall be indicated by a simple majority vote of CCASP members.
The election shall take place in the month of May each year. The results of the election shall be announced at the final CCASP meeting of the year in June.
Should a vacancy occur before the expiration of an officer’s term, the Executive Board shall appoint a qualified replacement from the current CCASP membership for the remainder of that term of office. The Past President may fill in the role of interim President if needed.
This Association is an independent legal entity, separate from CASP and every other Affiliate of CASP, subject only to the express terms and conditions of affiliation stated in this charter and in the CASP Bylaws and Policies and Procedures. As such, this Association is fully responsible for its own debts, liabilities, and other obligations, and any creditor of this Association shall look only to the assets of this Association for payment, and not to CASP, nor to any other affiliate of CASP, nor to any individual member of this association or CASP.The Articles of Incorporation and Bylaws of CASP, as they may be amended, shall govern this affiliate and all other affiliates. This association shall adopt no policy and shall take no action in conflict with the Articles of Incorporation, Bylaws of CASP, or any Policy and Procedure of CASP as they may be amended.
The fiscal year of CCASP shall be July 1 through June 30. The tax filing date with the IRS is May 15th (15th day of the 5th month after fiscal year ends).
These Bylaws may be amended or repealed by a majority vote of the current CCASP board members. No amendments may be made which conflict with the Articles of Incorporation, Bylaws, and Policies and Procedures of CASP.
Prior to a vote of the Association’s members, proposed revisions shall be submitted to the CCASP Executive Board for review. Notice of such requested changes shall be sent in writing to the Executive Board at least 30 days prior to being discussed at an Executive Board meeting, at which time, any CCASP member in good standing may attend. Suggested changes shall be posted to all members for consideration and/or input. Changes may be proposed by the Executive Board on its own initiative or by petition to the Executive Board by at least 5 percent of the CCASP Members. The Board shall present all such proposed changes to the Membership with or without recommendation.
This Association is an unincorporated association formed solely for the purposes described in Section II. This Association is not legally affiliated with any company, agency, or special interest group from which this Association may draw its individual members. The use of the funds of this Association shall be limited to the purposes described in Section II; they may not be used for the benefit of any individual.
In the event of dissolution of this Association distribution of any funds, after payment of any indebtedness, shall be made either by contribution to CASP, the California School Psychology Foundation, or by contribution to another CASP Affiliate, or some combination thereof. Activities not in furtherance of tax-exempt purposes. Your organizing document must not expressly empower you to engage, otherwise than as an insubstantial part of your activities, in activities that in themselves are not in furtherance of one or more exempt purposes described in section 501(c)(3). In other words, you are not organized exclusively for one or more exempt purposes if your organizing documents expressly empower you to carry on activities that further purposes outside the scope of section 501(c)(3), such as “to engage in the operation of a social club” or “to engage in a manufacturing business,” regardless of the fact that your organizing document may state that you are created for “charitable purposes within the meaning of section 501(c)(3) of the Code.”
Further, net earnings must not be untrue to the benefit of private shareholders or individuals. You must establish that you will not be organized or operated for the benefit of private interests, such as the founder or the founder’s family, shareholders of the organization, other designated individuals, or people controlled directly or indirectly by such private interests. Also, you must not, as a substantial part of your activities, attempt to influence legislation (however, eligible organizations may elect an expenditure limit instead of the “no substantial part” limit), and you are prohibited from participating to any extent in a political campaign for or against any candidate for public office.
No part of the net earnings of the corporation shall inure to the benefit of, or be distributable to its members, trustees, officers, or other private persons, except that the corporation shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes described in section 501(c)(3).
